You are asking about Adepts giving Initiations. This is the Lords of Light.

As We mentioned before there needs to be total neutrality in order to do this task.
At the moment (J) doesn’t have this neutrality as he doubts his ability to Initiate.
What happens is this – if the Adept doubts his or her ability then they subconsciously pass this on to the Aspirant.

They are then often not able to access the Light and Sound properly straight away. That is not to say they are not Initiated, just have to work harder in their Meditation and have determination.
